What the Halloween range covers
The Halloween range covers ten groups: pumpkins and jack-o-lanterns, ghost witch and skeleton hangings, spider webs and spiders, tombstones and yard stakes, paper plates and cups, candy bags and buckets, party props and masks, costume accessories, light-up decorations, and fog and special effects. Halloween is the most compressed buying season in the calendar. Retail sets its Halloween aisle in August, which means stock has to be in the warehouse by late July, which means production has to clear before the summer break. Where Christmas buyers have a comfortable window, Halloween buyers are working against a date that moves earlier every year — and the range reflects that, with stock designs that can ship in weeks rather than months. The range is built for importers, discount and variety retail, party wholesalers, garden centres, event and venue operators and Halloween specialty stores, and it works on FOB, CIF or DDP terms. The most common mistake on a first Halloween programme is treating it like Christmas and starting in the spring; the second most common is assuming one compliance document covers a costume, a paper plate and a face paint set.

Materials, and where the price difference comes from
Halloween is where material choice shows up most obviously, because buyers compare items side by side on the shelf. Pumpkins are foam, PVC or resin-look; foam is light, cheap and dents in transit, PVC holds a carved look and reads better on a porch, resin-look is the premium piece. Hanging decorations run on gauze and cheesecloth for ghosts, felt and plastic for bats and spiders, and moulded plastic for skeletons and skulls. Yard pieces are blow-moulded plastic for tombstones, printed polyester for inflatables, and corrugated plastic for stakes. Fabric costume pieces are polyester satin, velvet, tulle and knit; the fabric weight decides whether a cape hangs properly or looks like a bin liner. Masks are vacuum-formed PVC or EVA foam; EVA is more comfortable, PVC takes finer detail. Wigs are synthetic modacrylic or polyester fibre — and this is the one item where fibre choice is a compliance decision, not just a quality one, because fibre determines the flammability test result. Lighting is LED on copper or PVC-insulated wire, and glow products are polystyrene or polyethylene with an internal glass ampoule. Tableware is food grade white card with or without PE coating.
Sizes you can specify against your existing planogram
The size ladder is the one the market already buys. Pumpkins: 12 cm, 20 cm and 30 cm for shelf and porch; carving kits are sized to a 20 to 30 cm fruit. Hanging ghosts and bats: 40 cm, 60 cm and 90 cm, with 90 cm as the porch statement piece. Inflatables: 1.2 m and 1.8 m, which covers most residential front doors without a permit in most markets. Wreaths and door covers: door cover 90 x 200 cm, which fits a standard 80 to 90 cm door. Tableware: plates 7 inch and 9 inch, cups 9 oz and 12 oz, napkins 33 x 33 cm, table cover 137 x 274 cm for six to eight seats. Treat bags: 20 x 25 cm and 25 x 30 cm, the two sizes that hold a normal evening of trick-or-treating. Wigs and hats are one-size adult and one-size child; get the child sizing right, because a mask or wig that does not fit gets returned. Capes: 90 cm and 120 cm lengths. Lighting runs: 5 m and 10 m for interior, 10 m and 20 m for porch and yard.
Packing, carton sizes and the freight consequence
Packing is quoted as two layers: an inner bag or colour box, then the export carton. Halloween is a higher-cube, lower-density season than Christmas, so carton planning matters more here than almost anywhere. Foam pumpkins, inflatables, hanging gauze ghosts, wreaths and garlands all occupy volume far ahead of weight. A 1.8 m inflatable is usually a single-piece colour box at four to six per carton; a foam pumpkin at 30 cm runs around 24 to 48 per carton; hanging decorations run 100 to 200 per inner bag and 1,000 to 2,000 per carton; masks and small props run 50 to 100 per inner bag and 500 to 1,000 per carton; paper tableware runs 125 per bag with four bags to a carton, so 500 per carton for a 9 inch plate. The practical consequence is that a container loaded only with pumpkins, inflatables and garlands will cube out at a fraction of its weight capacity, and the freight cost per unit will be bad. Loading those alongside denser tableware, candy buckets and lighting brings the container up to a sensible average density. How to order: MOQ, colour mixes and mixed loading
Minimum order depends on the group. Small accessories such as masks, props, small ornaments and treat bags start around 50 to 200 pieces per design. Mid-range items such as tableware, costume accessories, hats and wigs start at 100 to 500 pieces per design. Large items such as inflatables, cemetery sets and light-up tombstones start lower in units and higher in value, commonly 50 to 200 pieces or 10 to 50 sets depending on the pack format. Colour mixes inside a design are normally allowed: 500 pieces of treat bag can be split across orange, black and purple rather than committed colour by colour. Because Halloween sells on a narrow palette, most buyers lock orange, black, purple and green at the start and then allocate quantity — that is the opposite of the Christmas approach, where you allocate volume across many groups first. Mixed-group loading across all ten groups against one set of shipping documents is the normal way to make the freight work.
Customisation: print, colour and packaging
Custom work covers three levels. The lightest is artwork print on stock items: your logo or greeting on treat bags, paper tableware, banners, napkins and tags. The middle level is colour and material change, which matters more in Halloween than in any other season because the whole category is built on four colours: we produce balloons, tableware, streamers and treat bags in your specified orange, black, purple or green rather than a generic mix. The deepest level is packaging: your own colour box, printed insert card, hang tag and barcode. There is one limit worth knowing before you plan a programme around it: printed fabric costume pieces and printed wigs are the hardest items to customise, because the print or fibre colour has to be set before the garment is cut, so minimums there are far higher than for paper goods. Custom minimums generally start around 1,000 pieces per design for print and private label, around 2,000 for custom outer packaging. Lead time and the Halloween deadline
Stock designs usually ship in 15 to 25 days. Custom printed or private label orders run 30 to 45 days from sample approval. Halloween compresses harder than any other season, so plan backwards from your shelf date rather than forwards from your enquiry. Retail sets the aisle in August, stock is needed in the warehouse by late July, sea transit from Asia to Europe or North America is 30 to 40 days, port and inland movement is two weeks, and sampling with revision is two to three weeks. That places the enquiry between February and April for a normal season, with the order confirmed by May. Orders placed in July usually mean stock designs only plus air freight on part of the volume, and air freight on bulky foam and inflatables is where margins disappear. If you are running Halloween and Christmas in the same year, sequence them: Halloween production clears before the summer break, Christmas follows it.
Compliance, and why costumes are not tableware
Compliance on Halloween splits into four families, and this is the season where buyers most often assume one document covers everything. Costumes, wigs, masks, hats, gloves and anything a child wears are toy and dress-up items tested to EN 71-1 for mechanical safety and, critically, EN 71-2 for flammability, because costume fabric and synthetic wig fibre are exactly what that standard exists for. In the United States the equivalent is CPSIA plus the wearing-apparel flammability rules. Face paint is not a toy — it is a cosmetic, regulated under EU cosmetic regulation 1223/2009 in Europe and as a cosmetic by the FDA in the United States, and a toy safety report does not cover it. Plates, cups, napkins and bowls are food contact materials and need a food contact report for the destination market, such as FDA or LFGB, and a treat box that touches unwrapped candy falls into this family too, not the toy family. Lighting, strobe units, projectors and fog machines are electrical products with their own requirements, fog fluid ships as a liquid with its own documentation, and anything shipping with or for batteries needs transport documents before it can fly. Glow products need their capsule construction and internal chemistry checked against the destination market, because several markets restrict certain plasticisers in items children hold. Tell us the destination market at enquiry stage and ask for current reports per item rather than relying on a category description.
Five things buyers get wrong on Halloween
Five things buyers get wrong on Halloween. First, timing it like Christmas: the aisle sets in August, so a spring enquiry is late, not early. Second, ignoring the cube problem: foam pumpkins, inflatables and gauze ghosts are light and enormous, so a container of them carries very little value — mix in tableware, candy buckets and lighting. Third, treating face paint as a toy: it is a cosmetic, it needs a different document set, and a toy report will not satisfy a European retailer. Fourth, forgetting that costume flammability is a separate test from mechanical safety: EN 71-2 is the one that gets a costume rejected, and it is decided by fibre choice, so specify the fibre before you approve the sample rather than after. Fifth, ordering the palette late: Halloween sells on four colours, and colour approval on printed and foil items happens against a physical sample, so lock orange, black, purple and green at sample stage rather than re-cutting artwork afterwards.

Fibre choice decides the result, so specify the fibre before approving a sample rather than after. Ask us for the current reports for the specific item.
Is face paint covered by the same report as the masks?
No, and this is a common and expensive mistake. Face paint is a cosmetic, regulated under EU cosmetic regulation 1223/2009 in Europe and as a cosmetic by the FDA in the United States. A toy safety report does not cover it. Masks are toy items. Tell us the destination market and we will confirm which documents apply to which item in the order.
Can the whole Halloween range ship in one container?
Yes, and mixed loading is what makes the freight work. Foam pumpkins, inflatables and gauze decorations are light and bulky and cube out quickly, while tableware, candy buckets and lighting are dense. Loading them together brings the container to a sensible average density. We load across all ten groups against one set of shipping documents and one shipping date, on FOB, CIF or DDP terms.
