This is the impulse end of the party category. It sells in high counts at low unit value, it is bought as add-on volume rather than as a planned centrepiece, and it is the range that decides whether a party aisle converts a customer who came in for one item. Two decisions shape an order: format and trigger. A cone hat is bought by height and pieces per pack, while a glow bracelet is bought by light mode, cell type and count per bag. The range is built for importers, party and novelty wholesalers, discount and variety retail, supermarket party aisles, online sellers, event and venue operators and photo booth suppliers, and it works on FOB, CIF or DDP terms. Multi-packs and combo packs, such as a hat and blowout box or a prop card set on sticks, carry a higher retail value than single pieces and are the format buyers come back for. Materials: card, felt, satin, soft plastic and electronics
Four material families carry this range, and the choice inside each decides both the price and the compliance route. Paper and card cover cone hats, prop cards, party horns and flat masks; 250 to 350 gsm cardstock holds a cone shape, while glitter and foil-look laminates sit on the same card and carry a premium. Textile covers crowns, headbands, eye masks, bow ties, sashes, capes and boas: felt is 1 to 3 mm polyester, satin is a polyester weave, sequin is a mesh carrier covered in sewn or glued discs, and a boa is either strung feather or a synthetic fibre substitute. Soft plastic covers shutter shades, novelty frames, glow products and EVA foam masks, and this is the family where plasticiser choice matters most, because the soft PVC used in older glow and novelty items is exactly what phthalate rules target. Light-up accessories add a fifth layer: an LED module, a button or coin cell and a moulded housing, where the housing, the cell and the wire anchoring are separate quality risks. Chemical glow products are a sealed polyethylene or polystyrene tube with an internal glass ampoule and a liquid chemistry, and they are a different family from an LED item in testing, freight and end-of-life terms. Ask for a material swatch and a battery specification together before approving a light-up piece.
Sizes, one-size fits and worn dimensions
Every measurement in this range is a worn dimension, not a packed one, and that is the number to settle first. Cone party hats run 12 cm for a child novelty, 15 cm for the standard adult cone and 18 cm for a statement piece, with mini cupcake hats at 6 cm. Crowns and tiara headbands run 10 cm to 15 cm across the brow on an elastic or hinged band, and novelty headbands with ears run 18 cm to 20 cm. Masks run 18 cm and 20 cm wide for a half-face or eye mask, while a full-face vacuum-formed mask is sized to head circumference rather than width, which is the measurement to confirm first. Photo booth prop cards run 15 cm to 20 cm on a 25 cm stick, with oversized props at 30 cm. Feather boas are quoted at 1.8 m and 2 m, sequin shawls at 150 x 45 cm, and satin capes at 90 cm and 120 cm lengths. Temporary tattoo sheets are 6 x 10 cm, face gems 5 mm, face paint sticks 5 g. Glow bracelets run 20 cm, glow necklaces 50 cm, glow sticks 15 cm and foam batons 40 cm, and glow glasses are 14 cm to 16 cm across the frame. Bow ties are one size, pre-tied on an adjustable band, and cufflink and stud sets are one size. LED wristbands run 20 cm to 22 cm.
Customisation: print, dyeing, trim and the moulded housing
Customisation on accessories splits by substrate. The easiest level is print on flat items: your wording, logo or occasion message on cone hats, prop cards, party horns, boxes and pack headers. Card goes through offset or digital print in up to four colours plus a laminate, and this is where the cheapest customisation in the range sits. The middle level is colour and trim. Ribbon, elastic, felt, satin and sequin are dyed and matched to order, so a buyer can build a bridal or a children's palette across crowns, bow ties, boas and sashes, which is the change most own-brand programmes are built on. Sequin is the slowest item in the range to match, because the dyed mesh has to be approved before the discs are applied. The deepest level is the light itself: an LED module can be specified by light mode, colour sequence and flash rate, and a housing can be tooled to a private shape, but that route carries a tooling cost and a far higher minimum, and it needs the cell specification locked before a sample is built. A second, softer limit applies to anything worn against the skin, such as face paint, temporary tattoos and adhesive gems, because those are skin-contact or cosmetic items and their artwork and colour approval follows a different process from print on card. Packing, cube and mixing battery items into a container
Packing is quoted in two layers: an inner bag, header card or colour box, and then the export carton, and the Yiwu convention writes it as the carton count plus how a carton breaks down into boxes and pieces - 240 pieces to a carton reads as 12 pieces per box times 20 boxes. Carton counts are typical rather than confirmed: across comparable party and novelty lines the count runs about 130 to 1,200 pieces per carton depending on the size of the piece, and it is fixed only when the item is finalised. Outer cartons cluster into two size families, 50 x 40 x 40 cm and 70 x 50 x 60 cm, with other measured sizes in the same families such as 55 x 54 x 54 cm, 66 x 41.5 x 43 cm, 67 x 37.5 x 34 cm, 70 x 50 x 58 cm and 88 x 58 x 54 cm; gross weight is mostly 10 to 21 kg per carton, and a dense line such as wristbands can run far heavier. Party headwear and headbands, for reference, ship 300 pieces to a carton in a 50 x 40 x 40 cm carton at about 10 kg gross. Light bulky lines cube out before they weigh out, so they are charged on volume rather than weight and are loaded against dense lines. Battery items need inner packing that stops cells pressing on contacts in transit, and button cells must not travel loose with metal trim. Carton figures are typical for the line and are confirmed against the actual order.
MOQ, sampling and the light-up approval step
Minimum order depends on the group. Small flat items such as tattoo sheets, stickers, prop cards, party horns and flat-pack paper hats start around 500 to 1,000 pieces per design. Mid-range items such as felt and card hats, crowns, eye masks, bow ties and sequin sashes start around 200 to 500 pieces per design. Larger or assembled items such as feather boas, capes, shawls, LED masks and glow glasses start around 100 to 500 pieces per design, and moulded or custom light-up pieces sit lower in unit count and much higher in value. Colour mixes inside one design are normally allowed, so a bag of glow bracelets or a carton of crowns can be split across a palette instead of being committed colour by colour, and a mixed multi-pack is a standard retail unit here rather than a compromise. Sampling is where this range differs from the rest of the party category. A stock sample ships in roughly 3 to 7 days and a custom-printed or custom-coloured piece runs 7 to 15 days from artwork receipt, but anything containing a battery or an LED module needs the cell specification confirmed and the warning text agreed before a sample is built, which adds a step buyers routinely forget to schedule. Send artwork with the cell choice, not after it. All ranges are indicative and confirmed against the actual order.
Production, transit and the light-up calendar
Production for stock designs usually ships in 15 to 25 days. Custom printed, private-label and light-up orders run 30 to 45 days from sample approval, and a tooled housing for a private LED shape adds its own lead time before that clock even starts. Sea transit from Asia to Europe or North America is 30 to 40 days, plus about two weeks for port and inland movement. Counted from enquiry rather than from approval, add two to three weeks for sampling and one more approval step for battery items, so a light-up programme is realistically a two to three month project door to door. Capacity tightens in two windows: Chinese New Year, when factories are quiet for one to three weeks and booked out either side, and the run-up to the spring and autumn party seasons. Battery items also move more slowly through air freight than plain accessories, because the cell declaration has to clear before the goods are accepted, so a late order that would normally fly cannot always do so. For a dated event programme, plan backwards from the event date through sampling, production, transit and inland movement, in that order, and book production ahead of the window rather than through it. All ranges are indicative and confirmed against the actual order.
Compliance: toys, skin-contact items and button cells
Compliance here is decided by what the item touches and what it contains. Items can be produced to EN 71, CPSIA, FDA, LFGB and REACH standards; ask us for the current test reports for the specific item. Two families need their own confirmation before an order is placed. Anything worn against the skin, such as face paint, temporary tattoos, adhesive face gems and glitter gels, is a skin-contact or cosmetic item rather than a toy, so it follows a different artwork, labelling and document route and one report family does not cover the other. Anything containing an LED, a light module or a button cell - light-up birthday hats, LED headbands, LED masks, light-up ribbon wands, light-up wristbands and electronic horns - needs its cell type, compartment design and transport documentation confirmed to UN38.3 and the button cell regulations before sampling. Quality control and five common buying mistakes
Five things buyers get wrong on hats and accessories. First, selling a light-up item without checking the cell: a button cell drives the warning text, the compartment design, the transport documents and the retail age guidance, and a light-up piece is not a paper hat with a light on it. Second, buying glow by colour rather than by light mode and duration, because a constant-on bracelet and a flashing one sit at different specification levels, and declaring one and receiving the other is a quality claim dispute waiting to happen. Third, treating feather boas as a light item: a boa is almost entirely air, so it is the worst cube-per-unit line in the range and has to be shipped with dense goods or bought only in the quantity the display can actually sell. Fourth, forgetting skin-contact rules on tattoos, face paint and gems, which are not toy items, carry different documentation and labelling, and will not be covered by a toy report when a European retailer asks. Fifth, ignoring the count and the attachments, because prop cards, blowouts and cones arrive with wooden sticks or elastic that break, so inspect the count and the attachment as well as the print. On quality control, check band tension on crowns, glue lines on sequin, LED wire anchoring, cell polarity, and the seal on chemical glow tubes before the carton is closed.

What is the minimum order for party hats and accessories?

How are the button cells in glow glasses and LED wristbands handled for shipping?
Button and coin cells are treated as a separate item from the accessory itself. They require the applicable battery safety warning on the pack or the product, a child-resistant battery compartment where the destination market mandates one, and battery transport documentation before the goods can fly, so the cell type and quantity have to be locked before sampling rather than after. Button cells are a genuine choking and internal-burn hazard for small children, and the exact requirement depends on the carrier and the destination market; tell us where the order is going and we will confirm what is needed for that routing and ask the carrier to confirm the current rules for the specific cell.
Do face paint, temporary tattoos and face gems need toy testing?
No, and this is the most common and most expensive mix-up in this range. Face paint is a cosmetic, regulated under EU cosmetic regulation 1223/2009 in Europe and regulated as a cosmetic by the FDA in the United States. Temporary tattoos, adhesive face gems and glitter gels are skin-contact items with their own rules and labelling expectations. Masks, birthday hats, photo booth props, whistles and horns and ribbon wands can be produced to EN 71 standards for Europe and CPSIA requirements for the United States; we do not claim that any of these reports is already held, so ask us for the current test reports for the specific item. One report family will not cover both, so tell us the destination market and we will confirm which document applies to which item in the order.
Hats, masks and boas are bulky. How do you load them with the rest of the order?
By loading against density. Foamed and moulded masks, cone hats and especially feather boas occupy a lot of volume per unit and cube out quickly, while chemical glow bracelets, tattoo and sticker sheets and bow ties are dense and compact. Booking them together brings the container to a sensible average density and protects the freight cost per unit. We load across all ten groups against one set of shipping documents and one shipping date, on FOB, CIF or DDP terms. Send your volume mix at enquiry stage and we will propose a loading plan rather than quoting each item in isolation. Carton figures are indicative and confirmed against the actual order.
Can we print our logo on hats and prop cards, and change the trim colours?
Yes, at two levels. Card items such as cone hats, prop cards, party horns and pack headers take offset or digital print in up to four colours plus a laminate, which is the cheapest customisation in the range. Ribbon, elastic, felt, satin and sequin can be dyed and matched to order so you can build an own-brand palette across crowns, bow ties and sashes, with sequin the slowest to match because the dyed mesh is approved before the discs are applied. Light-up pieces go further: the LED module can be specified by light mode, colour sequence and flash rate, and the housing can be tooled to a private shape at a tooling cost and a much higher minimum.
